PUBLIC DIPLOMACY AND NATIONAL IMAGE BUILDING IN THE DIGITAL AGE
ASCEN UNIVERSITY
Abstract
ABSTRACT
The rise of digital communication technologies has transformed the way states communicate with international audiences and manage their global image. Public diplomacy has evolved from traditional methods of government-to-government communication into a broader process involving engagement with foreign publics, civil society, media platforms, and digital communities. This study examines the role of public diplomacy in national image building in the digital age. The paper adopts a qualitative research approach based on a review of academic literature, policy documents, and scholarly discussions on diplomacy, communication, and international relations. The study explores how governments use public diplomacy tools, including cultural exchange, strategic communication, digital platforms, and international partnerships, to shape perceptions and strengthen relationships with global audiences. It also analyses challenges associated with digital public diplomacy, including misinformation, credibility concerns, cybersecurity risks, and the difficulty of managing national reputation in a rapidly changing information environment. The findings indicate that effective public diplomacy requires more than communication; it depends on authenticity, consistency, trust, and meaningful engagement. The study concludes that digital technologies provide significant opportunities for countries, especially developing states, to enhance their international visibility and promote national interests. However, successful national image building requires strategic planning, institutional capacity, and alignment between diplomatic messages and actual national policies.
